To rearrange or reorder the Sections on a webform, navigate to Online > Webforms > Search and Manage

Select manage on the Webform

Navigate to the Layout Tab. The order that the sections appear is the order they will appear on the forms as well. Use the Up and Down Arrows for each section to place them where you would like them to appear on the form.
